Boat lost in Japan tsunami washes up in Canada

A small Japanese boat confirmed to have been lost during the 2011 Japan tsunami has washed up on a remote Canadian island.

The green-and-white vessel was discovered by two locals on Spring Island, northwest of Vancouver Island. British Columbia's Emergency Management agency then matched the boat's serial number to one listed as lost by the Japanese consulate, according to the National Oceanic and Atmospheric Administration's (NOAA) Office of Response and Restoration.

The boat is not the first alien debris to wash up on the U.S. coast in the wake of the March 2011 tsunami. An estimated 5 million tons of debris were swept out to sea by the wave, and about 1.5 million tons of that is likely still in the Pacific Ocean, according to NASA estimates. There have been 11 confirmed tsunami debris sightings on the North American coast, according to NOAA, including a Harley-Davidson motorcycle found in Canada.

The most dramatic piece of debris to drift ashore so far is a 66-foot (20-meter)-long dock covered with an estimated 100 tons of urchins, starfish, crustaceans and other sea life. The dock beached in Oregon in June, triggering a massive clean-up effort in order to prevent invasive species on the dock from establishing themselves on the Oregon coast. NOAA expects that more debris will gradually come ashore over the next several years, but much of this debris will be indistinguishable from the usual flotsam and jetsam that washes up on beaches daily. The debris is highly unlikely to carry any radiation from the Fukushima nuclear plant disaster, experts say.

Researchers are working to map the path of tsunami debris as it spreads across the Pacific. Complicating the issue is that there is no single raft of trash ? rather, the debris is spread out over miles.

"For me the story is not what's been found but what hasn't been found," NOAA oceanographer Glen Watabayashi said in a statement on NOAA's Office of Response and Restoration blog. "With all the summer vessel traffic along the West Coast and out in the North Pacific, there have been no reports of any large concentrations of debris."

Oceanographers like Watabayashi are using software designed to model the spread of oil during spills to pinpoint the current concentration of the debris. Summer weather and currents are keeping debris away from shore now, according to NOAA, though officials expect an uptick when wind patterns change in the fall.

AP Exclusive: Syria defectors live in secret camp

MAFRAQ, Jordan (AP) ? In an isolated stretch of Jordanian desert, a heavily guarded, secret compound houses 1,200 senior police and army officers who defected from nearby Syria.

The men live in trailers with fans but no air conditioning, surrounded by barbed wire, and they pass their days browsing the Internet and watching TV for news of Syria's civil war, longing to join the fight ? but they are largely unable to leave.

The Jordanian military runs the camp near a site formerly used by the U.S. to train some its forces for the war in Iraq, and the defectors are debriefed by intelligence agents. Access to them is tightly restricted for their own protection. They are even separated from their families, who live outside the camp near the northern border city of Mafraq but can get special police permits to visit.

The defectors in the camp are allowed to communicate with the rebel Free Syrian Army in Jordan and abroad, both in person and through telephone and Internet communications, but do not have what is considered valuable intelligence, according to Jordanian security officials who spoke on condition of anonymity because they are not allowed to make press statements.

The facility is a sign of Jordan's growing role as a quiet supporter of Syria's opposition. But at the same time, Jordan wants to avoid aggravating tensions with its more powerful northern neighbor, fearing that President Bashar Assad may remain in power.

There are more than 160,000 Syrian refugees in Jordan, and their number is increasing by the thousands every day. About 8,000 live in a newly set up camp on the border, while the rest are scattered across Jordan.

Maintaining control over the refugees poses a security threat to the small, tightly controlled kingdom. Jordanian security officials and refugees have said there were pro-Assad "sleeper cells" in Jordan that could act against the refugees.

Jordan has rejected several requests by the Assad government for the extradition of the defectors and has allowed entry to hundreds of Syrian rebels who move freely around the country. It also has helped the refugees by giving them medical treatment.

It is not clear if former Syrian Prime Minister Riad Hijab, the most prominent defector to flee to Jordan, is housed in the desert facility or one elsewhere. Hijab fled under a plan coordinated between the Amman government and the Free Syrian Army.

The Associated Press asked to visit the desert facility but was denied access. However, the AP spoke to two of the camp residents who described the conditions there.

Khaldoun, a 47-year-old former Syrian army brigadier, said there were dozens of trailers housing up to seven men each, with fans stirring the desert air. Armed Jordanian soldiers guard the compound around the clock, he said.

The men spend their days exercising and playing backgammon and chess, and the Jordanians provide them with access to the Internet, TVs, cellphones and computers, said Khaldoun, who insisted on being identified by his first name only, citing concern for the safety of relatives in Syria.

"It's good to be here, away from the tension and war, but this is not what I had hoped for," he told the AP.

"I wanted to be part of the rebel movement fighting to liberate Syria," Khaldoun added. He said he spends most of his day watching TV, exchanging gossip, or browsing the Internet for news on the violence back home.

"It's difficult to watch the war in Syria on TV and the Internet and not be part of it," he added.

Khaldoun defected to Jordan in January at the height of the Assad regime's crackdown on his hometown, the central city of Homs, which became the hub of the uprising that began in March 2011. Hailing from a prominent Sunni Muslim family, he served in the 7th Armored Division for 23 years until his escape.

The security defectors range in rank from corporal to general ? but they said their access to state and military information was limited because as Sunnis they were kept in the dark by the inner circle of the ruling Alawite minority ? a Shiite Muslim offshoot ? that surrounds Assad.

The Jordanian security officials said access to the defectors was restricted because of concerns that pro-Assad elements could try to attack them.

A series of attacks on Syrians in Jordan has led refugees and Jordanian officials to believe agents of the Assad regime are operating in the kingdom on a campaign to hunt down opponents and intimidate those who have fled. Jordan has also arrested supposed defectors on suspicion that they were spying on Syrian refugees and dissidents.

The camp housing the defectors is near Jordan's largest air force base, which had been used as a training facility for U.S. forces in the past two decades during and after the wars in neighboring Iraq.

Jordanian government officials have refused to comment about the desert camp, saying that they have little information about the defectors.

The camp's refugees fled in batches since the uprising began, with most of them smuggled through a northern border fence by the Free Syrian Army and later interrogated by Jordanian intelligence to verify their identities and the authenticity of their stories, one of the Jordanian security officials said.

The defectors are between 40 and 60 years old, and some have chronic ailments such as high blood pressure, diabetes and back problems that prevented them from being in the frontline in Syria or joining the rebels, the officials said.

A handful of other senior military and police defectors are kept at a secret location elsewhere, one of the security officials said, including Syrian air force Col. Hassan Hammadeh, who flew his MiG-21 to Jordan on June 21.

Most of the defectors were seen as "small fish" who for the most part did not provide actionable intelligence, according to the Jordanian security officials and a Jordan-based Western diplomat who spoke on condition of anonymity because identifying him would compromise his ability to gather information on Syria.

Still, one of the defectors at the desert compound said that as a colonel in the military, he held such a high rank that the Assad regime would go to great lengths to strike back at him.

"They would destroy a whole suburb if they think one of us is there," said the colonel, who identified himself only as Rahal, citing fears of retribution against relatives still in Syria.

"This is why I had to get out of Syria," he added.

Rahal said he and 37 other officers were jailed shortly after the start of the uprising, but a number of them were given amnesty and released in May. The regime told him to report to work but merely shuffled him from one office to another, he said.

"I had no real job, just drinking tea and watching TV," the 45-year-old said.

He said he decided to defect when the security forces "decided to militarize the conflict in order to end the crisis."

Rahal predicted the Free Syrian Army would ultimately get the weapons it needs to finish off Assad.

"The Free Syrian Army is like a group of birds on a tree. If the regime tries to shoot one of the birds, the group flies off to another tree. The regime will never get them all," he said.

Adverse effects of mining industry provoke hard questions for medical humanitarian organizations

ScienceDaily (Aug. 28, 2012) ? Increasingly humanitarian organizations will find themselves responding to health emergencies provoked by the adverse effects of mining and other extractive industries, setting up a potential clash to do with the core principles and values at the heart of humanitarian medicine, writes Philippe Calain from the humanitarian medical organization, M?decins Sans Fronti?res (MSF), in this week's PLoS Medicine.

"A pragmatic approach of engagement with the corporate sector for the delivery of aid, or an implicit support to mainstream development agendas could compromise the legitimacy of humanitarian medicine," argues Calain. He continues, "A principled understanding of humanitarian medicine entails selfless moral commitments that are incompatible with the for-profit objectives of corporate industries."

Drawing on MSF's experience responding to the "worst lead poisoning epidemic in modern history" resulting from artisanal gold mining in Nigeria's Zamfara state, Calain explores the pitfalls, difficult alliances, and challenges medical humanitarian organizations must navigate in confronting the dire health consequences resulting from extractive industries, whether informal, illegal, or sanctioned.

He argues that, in developing countries, extractive industries (including ore mineral mining and oil extraction) have far reaching consequences on health through environmental pollution, communicable diseases, violence, destitution, and compromised food security. While humanitarian organisations might be called to intervene in areas occupied by the extractive sector, Calain argues that oil and mineral exploitation reveals a fundamental clash of values between humanitarianism, the for-profit sector, and privatised global philanthropy.

Operating in this relatively new terrain for medical humanitarian organizations -- outside the traditional humanitarian response to armed conflict, epidemics, and natural disasters -- requires a deeper examination of which types of compromises and alliances are acceptable. Responding to these kinds of emergencies, warns Calain, cannot be reduced to the development of medical and technical expertise alone.

"While advocacy and expansion of their operational expertise are obvious paths for non-governmental organizations, a more complex and ideologically loaded question to solve is about what type of relationships humanitarian organisations should entertain with the corporate sector," writes Calain. "Specific medical humanitarian organisations can respond to these challenges in different ways, based on their position between pragmatic or principled approaches, and their willingness to develop new technical capacities."

According to Calain, many mainstream medical humanitarian organisations would rather opt for no engagement with the natural resource extraction sector due to questions of values and conflicts of interest.

He concludes: "the Zamfara outbreak has called attention to a novel agenda for medical humanitarian organisations, including technical preparedness for environmental disasters, dialogue with international environmental organisations, and a better understanding of the exact role of resources extraction in perpetuating humanitarian crises."

Why is the PEDC even considering bringing in competition for local merchants and businesses? They have enough problems without the PEDC adding to them. The PEDC should be helping, not bringing in competition. It is as if the PEDC has never heard of the ongoing retail campaign urging everyone to "Shop Paris". (But, why is the PEDC involved in ?retail development?? It?s NOT something they're chartered to do...)
A PEDC employee, a ?community development specialist?, has moved or is moving to Georgia. The PEDC will pay her $800 per month for the next 10-months to handle "electronic media? and to maintain the PEDC website. But according to previous reports, the website and its maintenance is being done by CDSuites of Longview, Texas ( see job_creation).
And, no, it is not the money: It is the thinking that leads to the actions -
Taxpayers, through the PEDC, have guaranteed for ten years, $5.8 million for the financing of existing and new debt and around $1.8 million for operating capital for a local firm. The firm?s headquarters are in Paris, but they also have offices in Dallas, Waco, Sulphur Springs, and other Texas communities, as well as in North Carolina.
In exchange, we?re getting a promise of 25 new jobs within the next five years. And the PEDC has given a $105,000 ?cash incentive? for another 10 jobs at the company?s headquarters.
No report of how much money or what kind of guarantees, if any, taxpayers in the firm?s other locations chipped in or provided.

One of the main elements of the Go for Life Programme is the National Grant Scheme for Sport and Physical Activity for Older People. Running since November 2001, each year Go for Life allocate money to local groups all over the country, who are seeking to provide increased opportunities for older people to participate in sport and physical activity.

The Grant Scheme is administered by the Steering Committee of Go for Life ? the National Programme for Sport and Physical Activity for Older People. Developed by the Irish Sports Council and Age & Opportunity, it has,?in the past eleven?years, allocated?almost ?3 million.

Any local group seeking to provide increased opportunities for older people to participate in sport and physical activity may apply for a grant.? Grants range from ?300 to ?700 and are typically used by groups to either purchase equipment or used so that members may explore a new sporting activity.? In previous years, successful applicants have included active retirement associations, senior citizens clubs, ICA guilds, sports clubs, day centres and community centres in 26 counties.

ScienceDaily (Aug. 27, 2012) ? Politics and genetics have traditionally been considered non-overlapping fields, but over the past decade it has become clear that genes can influence political behavior, according to a review published online August 27th in Trends in Genetics. This paradigm shift has led to novel insights into why people vary in their political preferences and could have important implications for public policy.

"We're seeing an awakening in the social sciences, and the wall that divided politics and genetics is really starting to fall apart," says review author Peter Hatemi of the University of Sydney. "This is a big advance, because the two fields could inform each other to answer some very complex questions about individual differences in political views."

In the past, social scientists had assumed that political preferences were shaped by social learning and environmental factors, but recent studies suggest that genes also strongly influence political traits. Twin studies show that genes have some influence on why people differ on political issues such as the death penalty, unemployment and abortion. Because this field of research is relatively new, only a handful of genes have been implicated in political ideology and partisanship, voter turnout, and political violence.

Future research, including gene-expression and sequencing studies, may lead to deeper insights into genetic influences on political views and have a greater impact on public policy. "Making the public aware of how their mind works and affects their political behavior is critically important," Hatemi says. "This has real implications for the reduction of discrimination, foreign policy, public health, attitude change and many other political issues."

One third less life on planet Earth? Scientists offer better estimate of living biomass

ScienceDaily (Aug. 26, 2012) ? Previous estimates about the total mass of all life on our planet have to be reduced by about one third. This is the result of a study by a German-U.S. science team published in the current online issue of Proceedings of the National Academy of Science.

According to previous estimates about one thousand billion tons of carbon are stored in living organisms, of which 30% in single-cell microbes in the ocean floor and 55 % reside in land plants. The science team around Dr. Jens Kallmeyer of the GFZ German Research Centre for Geosciences and University of Potsdam has now revised this number: Instead of 300 billion tons of carbon there are only about 4 billion tons stored in subseafloor microbes. This reduces the total amount of carbon stored in living organisms by about one third.

Previous estimates were based on drill cores that were taken close to shore or in very nutrient-rich areas. "About half of the world's ocean is extremely nutrient-poor. For the last 10 years it was already suspected that subseafloor biomass was overestimated" explains Dr. Jens Kallmeyer the motivation behind his study. "Unfortunately there were no data to prove it." Therefore Kallmeyer and his colleagues from the University of Potsdam and the University of Rhode Island, USA, collected sediment cores from areas that were far away from any coasts and islands. The six-year work showed that there were up to one hundred thousand times less cells in sediments from open-ocean areas, which are dubbed "deserts of the sea" due to their extreme nutrient depletion, than in coastal sediments.

With these new data the scientists recalculated the total biomass in marine sediments and found these new, drastically lower values.

Despite of the high logistic and financial efforts for marine drilling operations there are more data of the abundance of living biomass in the sea floor than of their abundance on land. ?Our new results show the need to re-examine the other numbers as e.g. the amount of carbon in deep sediments on land," Jens Kallmeyer states. In particular the research into the ?Deep Biosphere" is still in the fledgling stages; this is life that can be found in kilometer's depth inside Earth's crust.The new findings contribute to a better picture of the distribution of living biomass on Earth.

Prague, Aug 23 (CTK) - The Czech Roman Catholic Church has been inviting priests from abroad since it does not have enough of them and most of the foreign priests come to the Czech Republic from Poland, according to CTK's information.

In the 1990s, former Prague Archbishop Miloslav Vlk called on the Polish Catholic Church to send clerics to missions also in the Czech Republic. Vlk then recalled 10th century Prague bishop Vojtech, also known as St Adalbert, who was a missionary among the Poles.

The similarity of the Czech and Polish languages is advantageous in this respect, too.

However, Polish priest Michal Bator based in the parish of Kralupy nad Vltavou near Prague, said it was very hard to understand in the beginning.

Probably the most popular Polish priest is Zbigniew Czendlik, thanks to his friendly relations to Czech celebrities.

Compared to Poland, the Czech Republic and especially some parts of Bohemia are more secular.

Priests from countries like South Korea or Vietnam focus on their Christian compatriots living in the Czech Republic and they serve masses in their mother tongue for them.

Prague Archbishopric spokesman Ales Pistora said foreign monks come to the country to help develop their religious orders here.

In the Prague Archdiocese there are 60 foreign priests: 36 from Poland and 10 from Slovakia, three Spaniards and three Italians, two Americans and two Germans, and one priest came from France, Kosovo, South Korea and Vietnam.

The Plzen diocese in western Bohemia has about a hundred of priests, including 16 Poles, nine Slovaks and two Italians.

The foreign priests do missionary work in the diocese and they compensate the lack of Czech priests, the diocese spokeswoman Alena Ourednikova said.

The first Polish priests arrived shortly after the Plzen diocese was established in 1993, she said.

In The Olomouc archdiocese in northern Moravia, 61 priests, three nuns and two monks from abroad are operating. A vast majority of them are Poles (41) and most of the other are Slovaks (21). The remaining four are from Romania, Russia, Uzbekistan and Vietnam, one from each country.

The Ceske Budejovice in southern Bohemia employs 29 foreign clerics from Poland, Slovakia and the neighbouring Austria.

Out of 369 clerics registered in the Brno diocese in southern Moravia 26 come from abroad, mostly from Poland.

Fifteen of the foreign clerics are monks who have been sent by their religious order and the remaining nine clerics accepted an invitation of the Brno bishop to serve here or they were interested in working here on their own, said Martina Jandova, from the Brno Bishopric.

Prof McKenzie, a founder of the idea of plate tectonics, explained that the idea arose from studies of the sea floor surrounding the site of the 2011 Tohoku earthquake off Japan.

"A Japanese submersible went down after the Tohoku earthquake and found not at all what everybody expected - which is that actually the tsunami was generated by the Japanese plate overriding the Pacific plate and moving upwards," he told BBC News.

"But what this submersible found was... there was a fault which had moved the other way: instead of Japan moving upwards over the Pacific (plate), actually Japan had moved downward."

What the pair proposes is that the resulting tsunami was made far worse by the wedge-shaped "accretionary prism" at the boundary between the two plates.

The prism is a collection of loose rock and mud that builds up gradually as one plate slips below another and fragments are broken off each.

When the plates finally violently slip, the point of the wedge is squeezed. This fires the material upward and outward, turning the energy of the plate into the energy of the ejected rock.

"Let's say you have something wedge-shaped on the floor and you jump on it, the wedge will shoot sideways, and that's we think happens," Prof McKenzie explained.

"The weight of the stuff on top shoots a wedge of stuff out. Put some water on the floor and do the same thing, and that will produce a wave."

The team went on to study the sites of other unexpectedly large tsunami from the past, including one off Nicaragua in 1992, Sumatra in 2004, and Java in 2006 - finding similar characteristics of the faults.
