[Real Estate] Southland Begins 2013 With Sales and Price Gains ...

Southern California?s housing market started 2013 with the highest January home sales in six years as sales to investors and cash buyers hovered near record levels and move-up activity remained relatively brisk, according to DataQuick a real estate reporting firm out of La Jolla, California.

The median price paid for a Southland home dipped slightly from December, as it normally does, but jumped 23.5% above the year-ago level.

?This fledgling housing recovery has momentum. Already, price hikes have caused some to question whether it?s sustainable, whether it?s a ?bubble,?? said John Walsh, DataQuick president.

Locally, in the Echo Park area (zip code 90026) the median price for a home rose 17.5% compared to the same time last year. A total of 14 homes were sold in January at a median price of $620,000. Data were not available for condo sales in this area.

However, in the Los Feliz area (zip code 90027) the median home price in January fell 21% compared to last year. Fourteen homes sold in Los Feliz in January at a median price of $838,000. The median price for a condo in Los Feliz also fell in January, down 32% to a median price of $305,000. In all, only two condos sold in Los Feliz in January.

In the Silver Lake area (zip code 90039) the median home price rose 13% to $582,000 in January, compared to last year. Data were not available for condo sales in this area.

Similar to Los Feliz, the median home price in the Hollywood Hills area (90036) fell 24% in January, compared to last year. A total of 15 single-family residences sold in Silver Lake in January at a median price of $630,000. The median price for condos in the Hollywood Hills area also declined, compared to last year, 23%, to a price of $311,000.

Stretchable, serpentine lithiumion battery works at three times its size

While we've seen more than a few flexible batteries in our day, they're not usually that great at withstanding tugs and pulls. A team-up between Northwestern University and the University of Illinois could give lithium-ion batteries that extreme elasticity with few of the drawbacks you'd expect. To make a stretchable battery that still maintains a typical density, researchers built electrode interconnects from serpentine metal wires that have even more wavy wires inside; the wires don't require much space in normal use, but will unfurl in an ordered sequence as they're pulled to their limits. The result is a prototype battery that can expand to three times its normal size, but can still last for eight to nine hours. It could also charge wirelessly, and thus would be wearable under the skin as well as over -- imagine fully powered implants where an external battery is impractical or unsightly. There's no word yet on whether there will be refined versions coming to real-world products, but we hope any developments arrive quickly enough to give stretchable electronics a viable power source.

The Collegian ? ZSpace: A new dimension in education

Fresno State?s geomatics engineering program is moving into the future with a 3-D technology called zSpace.?

With zSpace, students use a stylus to manipulate and control three-dimensional images. They have to use specially designed, $500 3-D glasses with five points of reference to help track the image. Onlookers use glasses just like the kind one would get at a traditional 3-D movie.

This new technology came to the university due in large part to Riadh Munjy, doctor of geomatics engineering and program coordinator, and contributions from donors. Engineering East Room 101 was able to update its photogrammetry equipment.

The purpose of the photogrammetry lab is to let geomatics engineering students take measurements based off of 2-D images.

?Well the whole idea basically in geomatics, we would like to do measurements,? Munjy said. ?We do measurements using GPS equipment. We do measurements taken from picture from airplanes, from satellites, even pictures in the water, so anything that we can measure and can produce data in X-Y-Z. We would like to visualize and try to measure to access the accuracy of that equipment.?

Munjy said there are a variety of potential uses for this type of 3-D technology beyond simple entertainment. He cited three-dimensional surgery as a way that students can acquire experience applicable to their career paths.

In the medical field, for example, the equipment and techniques need to be precise, which the zSpace program tries to replicate to provide the best model possible.

?The tolerance is very, very small,? Munjy said. ?He (a student using the technology) can not afford to make mistakes that large, so the student has to be very careful how to take these pictures and how to put them together, so that final results are acceptable to a medical doctor in that case.?

Grady Roth is a senior in the geomatics engineering department. He said there are many ways that different majors can make use of zSpace.

?You?ll see that there?s a house you can explore, so construction,? Roth said. ?I just picked up a part of some sort, a mechanical engineering kind of thing designed like that. You can do bridges as well?civil engineering.

?The way our major ties in with all that is we do the measurements for all that as well as the 3-D aspect with this (the equipment). We learn the math and how to create these three-dimensional images.?

Munjy said that he has had students from other disciplines who have taken an interest in using this new technology for their own non-engineering majors.

?There has been some interest from computer science students to come and make their senior projects,? he said, ?because the equipment we have is very unique and everybody is interested to get their hands on it.?

For students to get access to zSpace they need to enroll in the corresponding upper-division geomatics engineering class. It is not a class you can simply enroll in though. The class relies heavily on linear algebra, so there are a variety of necessary math prerequisites just to get into the class.

?We are not only interested in the pictures, but the math behind them,? Munjy said. ?We spend quite a bit of math and quite a bit of introductory courses to get them to where they are supposed to be.?

A point of pride for Munjy is that the money used to buy the equipment did not have to come from the university.

?All the equipment that you see over here, not a cent came from the state. It all came from private donations,? Munjy said. ?For the hardware, we were able to get money.? And all the software, what we couldn?t buy was donated. I have 14 computers, each with 32 gigabytes of RAM. Each one has about $25,000 software on each computer minimum.?

Munjy said the equipment update was necessary, because the previous hardware was older than most of the students.

?If you had come a year and a half ago, what you would have seen is a room full of equipment from the ?40s, ?50s and ?60s era; maybe one or two machines from the ?70s and one from the ?80s,? he said.

Munjy said that everyone affiliated with the university should be proud to have such a unique and state-of-the-art lab on campus. It is one of the few programs of its kind in the nation.

?I think it?s one of the unique labs in the nation now,? Munjy said. ?Everybody?s proud of it. The students are very enthusiastic, and they are very excited and eager to use the equipment and get more knowledge out of the systems.?

Originally Khokhloma wood tableware were produced in monasteries and for the czar court only. At that time Khokhloma tableware production was not large scale. It was because of expensive imported tin. In 1720s after the end of the North War tin flow to Russian increased. The price went down and the material came within reach of many masters. The Khokhloma art painting on wooden tableware is the type of Nizhny Novgorod folk art craft that became most popular in Russia and foreign countries.


The "grass-leaves" decorative ornaments and their peculiar color scheme suggest that the Khokhloma art is rooted in the ancient Russian decorative culture while the imitation of gilt ornaments on wood dates back to the medieval Russian handicraft skills. The painting technique has been somewhat upgraded but remains essentially the same as in the ancient time.


Khokhloma russian painting amazes you with its delicate grass pattern and festive coloring, which is based on combination of scarlet cinnabar and flittering gold against the black lacquer background. They become dull shining, like silver, and go to the painting division. Painted articles are then varnished and hardened in ovens at the temperature of 120-130 degrees. The heat turns the varnish yellow, the "silver" into "gold" and mellows the vivid design with an even, golden tone.


The Khokhloma dishes, cups and wooden drink pots were used for serving food at holiday feasts. The wooden tableware using at the Moscow house of an important statesman had to look valuable; accordingly, they were modeled on the rich painted plates decorated with real golden fabricated by the jewelers for the luxurious homes of the Russian nobility. Thanks to the special varnish and high-temperature processing they are quite practical and safe in use. Jobless, cities could be first to feel budget pain

WASHINGTON (AP) ? Who'll be the first to feel the sting?

Jobless Americans who have been out of work for a long time and local governments that are paying off loans to fix roads and schools are in tough spots when it comes to the automatic federal budget cuts that are scheduled to kick in Friday.

About 2 million long-term unemployed people could see checks now averaging $300 a week reduced by about $30. There could also be reductions in federal payments that subsidize clean energy, school construction and state and local public works projects. Low-income Americans seeking heating assistance or housing or other aid might encounter longer waits.

Government employees could get furlough notices as early as next week, though cuts in their work hours won't occur until April.

The timing of the "sequester" spending cuts has real consequences for Americans, but it also has a political ramifications. How quickly and fiercely the public feels the cuts could determine whether President Barack Obama and lawmakers seek to replace them with a different deficit reduction plan.

Eager to put pressure on Republican lawmakers to accept his blend of targeted cuts and tax increases Obama has been highlighting the impact of the automatic cuts in grim terms. He did it again on Monday, declaring the threat of the cuts is already harming the national economy.

Republicans say he is exaggerating and point to rates of spending, even after the cuts, that would be higher than in 2008 when adjusted for inflation. All Obama has to do to avoid the damage, House Speaker John Boehner said at the Capitol, is agree to the GOP's recommended spending cuts ? with no tax increases.

By all accounts, most of the pain of the $85 billion in spending reductions to this year's federal budget would be slow in coming. The dire consequences that Obama officials say Americans will encounter ? from airport delays and weakened borders to reduced parks programs and shuttered meatpacking plants ? would unfold over time as furloughs kick in and agencies begin to adjust to their spending reductions.

"These impacts will not all be felt on day one," Obama acknowledged in a meeting with governors at the White House on Monday. "But rest assured the uncertainty is already having an effect."

Homeland Security Secretary Janet Napolitano warned that the federal government would be unable to "maintain the same level of security at all places around the country" once the automatic cuts began to take effect.

The public will feel the results "in the next few weeks," she said, and "it will keep growing."

The majority of the federal budget is in fact walled off from the cuts. Social Security and veterans' programs are exempt, and cuts to Medicare are generally limited to a 2 percent, $10 billion reduction in payments to hospitals and doctors. Most programs that help the poor, like Medicaid, food stamps, subsidized school lunches, Pell Grants and supplemental security income payments are also exempt.

Still, the Pentagon will feel the brunt of half the cuts. Pay for active military is off-limits for cuts, so the rest of the defense budget must absorb the hit. The Obama administration says defense contractors have already ramped down work, contributing to a dip in economic activity in the fourth quarter of last year. The Navy has decided not to deploy an aircraft carrier as planned to the Persian Gulf.

Elsewhere, the White House's budget office says long-term unemployed Americans would lose an average of more than $400 in benefits over the year. The cuts do not affect state unemployment benefits, which jobless workers typically get soon after their loss of work. The federal reductions could begin immediately, though some analysts say the government could delay them for a short period to avoid a harmful hit on the economy.

Bill Hoagland, a former top Republican Senate budget aide and now senior vice president at the Bipartisan Policy Center, a Washington think tank, said the administration must be "betwixt and between" when it comes to addressing reductions in programs like jobless aid.

"They want to make sure the American public knows this sequester is a bad thing, but they also don't want to disrupt the economy too much," he said. "It's not that the reductions won't take place. But they could delay the impact of that until later in the year."

Administration officials also say the Treasury Department is prepared to begin reducing subsidies that cover interest payments by state and local governments on public works, school and renewable energy projects. That means those governments will have to find money in their budgets to make up the difference in bond interest payments, and while that might not affect projects already under way, it could delay new construction efforts.

Many federal programs, like heating aid for the poor, already have many more people seeking assistance than the program budgets can cover. Funding for the Low Income Home Energy Assistance Program, for instance, has fluctuated greatly in recent years, with the administration proposing to cut it by 13 percent this year. In such cases, it may be impossible for people denied aid to know whether it's because of the sequester since they might have been denied help anyway.

In some instances the cuts will be felt not by beneficiaries being thrown out of programs but by longer delays to get help. In the case of subsidized housing, for example, there are already long waits for assistance in most of the country.

In the case of the Women, Infants and Children program for low-income pregnant women and their children, the government has generally tried to make sure that every eligible woman can get food aid. States aren't permitted to cut the food benefit, which means fewer people will be served. The Agriculture Department says it will prioritize things so that pregnant women and nursing mothers keep their aid but post-partum women who do not breastfeed could lose their aid.

Who gets hit first also depends on how the government's budget flows. Education aid to school districts, for instance, is delivered in the fall, so impacts won't be felt until the new school year. But some teachers are already being informed that they could lose their jobs in August or September. Most Head Start programs won't feel cuts until the upcoming school year, too.

Some programs, like subsidized child care for the poor, are run by states, which will have flexibility in how to allocate the cuts. Just one in six eligible low-income families benefits from a federally funded child care slot. Cuts to the program leave states with difficult options: reduce the number of children cared for, require poor families to contribute more or cut payments to providers.

"I don't think people are going to feel it as dramatically as the administration has been suggesting," said Hoagland. "I'm not questioning the administration's numbers, I'm questioning their timing."

Windmills at sea can break like matches

Feb. 26, 2013 ? Medium-sized waves can break wind turbines at sea like matches. These waves occur even in small storms, which are quite common in the Norwegian Sea.

"The problem is, we still do not know exactly when the wind turbines may break," says Professor John Grue from the Department of Mathematics at the University of Oslo, Norway. Grue is one of the world's foremost experts on wave research. In 1989 he discovered an inexplicable wave phenomenon called ringing, which is a special type of vibration that occurs when choppy waves hit marine installations. The discovery was made in a 25-metre long wave laboratory located in the basement of the mathematics building at Blindern Campus.

So far scientists have studied ringing in small and large waves, but as it turns out, ringing is more common in medium-size waves.

For wind turbines at sea with a cylinder diameter of eight metres, the worst waves are those that are more than 13 metres high and have an 11-second interval between them.

Financial ruin

The ringing problem may increase significantly in the years ahead. There are plans to build tens of thousands of wind turbines at sea.

"If we do not take ringing into consideration, offshore wind turbine parks can lead to financial ruin," warns John Grue to the research magazine Apollon at University of Oslo.

Today, the largest windmill parks at sea are outside the coasts of Denmark and Great Britain. They are nevertheless like small miniatures compared to Statkraft and Statoil's enormous plans on the Dogger Bank outside Scotland. This windmill park is to produce as much electricity as 60 to 90 Alta power plants. A windmill park with the capacity of two Alta power plants will be built outside M?re og Romsdal in West-Norway.

"Thus far it has not been possible to measure the force exerted by ringing. Laboratory measurements show that the biggest vibrations in the wind turbines occur just after the wave has passed and not when the wave hits the turbine. Right after the crest of the wave has passed, a second force hits the structure. If the second force resonates with the structural frequency of the wind turbine, the vibration is strong. This means that the wind turbine is first exposed to one force, and is then shaken by another force. When specific types of waves are repeated this causes the wear to be especially pronounced. This increases the danger of fatigue."

It is precisely this secondary force that creates ringing and that the mathematicians until now have not managed to calculate.

Unfortunate vibrations

All structures have their own vibration frequencies, whether they are wind turbines, bridges, oil rigs or vessels.

When the vibration matches the structural frequency, things get tough. This phenomenon is called resonance, and can be compared to the steady march of soldiers on a bridge. If the soldiers march in time with the structural frequency of the bridge, it can collapse.

Unrealistic calculations

The Norwegian University of Science and Technology and the Massachusetts Institute of Technology (MIT) have already made a number of calculations of ringing. Ecole Centrale Marseille and the French Bureau Veritas have also made such calculations. Det Norske Veritas is among those who use versions of these models.

"Current models are the best we have, but the estimates are too rough and erroneous. The theories are applied far outside of their area of validity. This means that we cannot calculate the fatigue adequately."

Ringing is not related to turbulence. Ringing is systematic and is about high underpressure at back of the cylinder.

Difficult mathematics

Internationally, very little has been done on this phenomenon. John Grue now has two Doctoral Research Fellows calculating these movements. He also collaborates with the Danish research community on wind power at Ris? National Laboratory and the Technical University of Denmark.

"Ringing is very difficult to calculate. There is great uncertainty. We want more precise descriptions of the physics of ringing. We are now trying sophisticated surface elevation models and complex calculations to reproduce these measurements accurately. We want to show that the ringing force arises systematically according to a general mathematical formula."

Saga Petroleum has previously conducted an extensive set of measurements of the ringing force in waves.

"These fit our measurements very well," says Grue.

Differences between deep and shallow waters

The scientists must also consider whether the installations are in deep or shallow waters.

"The structural frequency also depends on the conditions on the seabed.

You can compare it to a flagpole in a storm. The flag pole vibrates differently depending on whether the pole is fixed in concrete or on softer ground."

"There has been no research on the connection between vibrations and the conditions on the seabed."

Oil rig damaged

Ringing does not just harm wind turbines. Ringing has already been a great problem for the oil industry. The designers of the YME platform did not tak ringing into account, and lost NOK 12 billion.

"It is possible to build your way out of the ringing problem by strengthening the oil rigs. However, it is not financially profitable to do the same with wind turbines," says John Grue.

Improves the models

Arne Nesteg?rd, Chief Specialist in hydrodynamics at Det Norske Veritas, confirms to Apollon that wind turbines at moderate depths may be exposed to high-frequency resonant oscillations if the waves are extreme, but they safeguard against this. Nesteg?rd says that in the past twenty years, Veritas has developed ringing models and that they now work on improving the models for wind turbines at sea.

Oscars Backstage 2013: The 10 Best Things Said Offscreen At The Academy Awards (PHOTOS)

This year's Academy Awards may have been full of zingers and inappropriate Seth MacFarlane jokes, but some of the best banter took place backstage in the interview room where all the winners were harassed by a sea of reporters.

Questions ranged from the boring ("How does it feel to be a winner?") to the completely off-topic ("Are you able to attend this teeny-tiny press event in Timbuktu next week?") to the provocative ("Did you like the Boob song?") to the very direct ("Are you impressed with yourself?")

Oximeters aren't exactly the sexiest gadgets in the world, but they're definitely quite useful. Monitoring pulse and blood oxygen levels are important for patients in hospitals, athletes trying to squeeze every last drop of performance from their body and anyone making a sudden trip to high altitudes. smARtPULSE uses pretty standard photodetection technology for tracking oxygen levels, but its ability to tether to a whole host of other devices via Bluetooth 4.0 is what really sets it apart. There are free Android and iOS apps for those that just want to check their vitals and be done with it, but tinkerers can have a field day with the open-source hardware and upcoming API. At the end of the day, connecting the smARtPULSE to any computer (be it Linux, Windows or OS X) will be pretty simple, and there will even be libraries available for Arduino, Raspberry Pi and Electric Imp. With the prototyping out of the way, now the team is finishing up the API and ironing out the final design.

Downsizing an empty nest may not always pay off

When approaching retirement age in an empty nest, is it better to age in place, or is it more economical to move to a smaller nest? Author and retired lawyer Boyd Lemon, who now lives in a rented one bedroom apartment in St. Marys, Ga., estimates his monthly living expenses are about $1,000 lower than when he lived in a three-bedroom condo he owned in California.

It seems a reasonable conclusion: Living on a smaller scale may mean fewer expenses, such as lower mortgage or rent, lower maintenance costs and lower utility bills. However, a move to a smaller home does not necessarily guarantee savings.

Those considering scaling down need to consider the drop in value of their current home, fees and commissions on selling that property, and mortgage costs and refinancing fees, according to SmartAboutMoney.org, which draws from surveys conducted by the National Endowment for Financial Education. "If you can't cut your expenses by at least 25 percent, downsizing may not be a suitable option for many Americans," according to the organization.

There are also human factors that can work against well-intentioned retirees. "Many clients want to downsize, but their egos tend to get in the way," Caroline Delaney, executive vice president of Hillis Financial Services. "They may move into a smaller home, but many have difficulty actually cutting back money-wise. The initial purpose of downsizing is to have a smaller monthly outlay, yet the money they may save in mortgage payments ends up going to remodeling the new home or a new car payment." She recommends that retirees make sure they are actually reaping the benefits of scaling down.

"Taxes are also a crucial consideration when downsizing," Delaney said. "This varies by state and some research needs to be done if deciding to rent or buy during retirement."

Another cost to consider is lifestyle costs for those who move away from costly cities ? and their entertainment and friends ? and now will have to travel to get to them.

Meanwhile, retiree Lemon has found that divesting most of his material goods in his move to a smaller place has been a liberating step, though not one that is easy to quantify.

"Unless you're a compulsive shopper, there's an incentive to stop buying stuff, and I have. It's a significant savings," he said. "I think, though, more important it's not just a matter of saving money, it's a matter of what you do with your time. If you don't have a lot of stuff, you save a lot of time not having to maintain it or repair it or go shopping for more stuff."

Since his retirement in 2007, he's written six books, most recently "Retirement: A Memoir and Guide."

Services have risen to help seniors downsize their lives, from the nationwide company Caring Transitions to retirement communities such as the AF Village West in Riverside, Calif.

"You need to establish current value of your existing home, calculate your share of any closing costs, what the financing costs are of the new home, and then calculate all the additional costs of moving, what your heating and cooling bills will be in the new home, and what if any repairs or improvements are needed in the new home," said Chris Seman, president of Caring Transitions. "If you don't have enough equity in the home the savings of moving could be quite minor. The decision then becomes, where would you be happier? If you save a very small amount to leave a home you love for one you do not, it isn't worth moving."

Looking only at the numbers, it doesn't always pay to move, said Joel Danick, co-founder of TAD Relocation. "But if you take more than only the financials into consideration, the emotional piece, the social piece, the physical piece, then downsizing becomes less about the dollar figure and more about measuring the quality of life."

The timing of a downsizing is also a critical consideration, he said. "It is an almost inevitable event that you cannot physically and possibly even financially keep the house in which you raised your children," Danick said, "and the older one gets, the more difficult ? physically and emotionally ? a move gets. The longer you stay in a home, the more overwhelming it becomes to move. If you move when you can enjoy the move, then moving isn't traumatic."

Whether or not one decides to sell, "Cashing in on your home's value and downsizing should not be the only strategic card you are prepared to play in terms of funding your retirement," said Elle Kaplan, CEO and founding partner of Lexion Capital Management. "Ideally, retirement planning begins decades before you plan to retire."

Japan coastguard says more China ships in disputed waters

TOKYO: Japan said three Chinese surveillance ships entered its territorial waters off disputed East China Sea islands on Sunday, hours after one of Beijing's fisheries patrol boats sailed into the zone.

The three marine surveillance ships entered the 12-nautical-mile territorial zone off Uotsuri, one of the Senkaku islands, shortly before 1:00 pm (0400 GMT), the Japan Coast Guard said in a statement.

The incident came hours after Japan said a Chinese fisheries patrol boat briefly entered the territorial waters off another disputed island on Sunday morning.

Beijing claims the Japanese-controlled islands in the East China Sea, which it calls the Diaoyus.

The incidents were the latest in a series since Tokyo nationalised three islands in the chain in September, in what it said was just an administrative change of ownership.

The same Chinese fisheries patrol ship briefly entered the territorial zone on Saturday, as Japan's leader vowed he would not tolerate Beijing's incursions into the area.

Prime Minister Shinzo Abe, who was on his first visit to the United States since he took office in late December, said Japan "simply cannot tolerate any challenge now and in the future" to its control of the islands.

"No nation should make any miscalculation or underestimate the firmness of our resolve," Abe said Friday in Washington.

But speaking after White House talks with President Barack Obama, Abe also cautioned that "I have absolutely no intention to climb up the escalation ladder".
