Photo Gallery: Cops for Cancer rides through South Delta

The charity bicycle tour Cops for Cancer were in South Delta Friday (Sept. 28) morning, visiting schools and raising awareness for the deadly disease.

The tour stopped at South Park elementary in Tsawwassen where the South Delta Leader took photographs of riders and school children.

Former South Park student Malcolm McQueen was on hand to hand out necklaces to the riders.

Malcolm, now a Grade 8 student at South Delta Secondary, says he was diagnosed with Neuroblastoma cancer when he was just two years old.

He's been cancer-free since 2004 and now works with the Canadian Cancer Society to help other people who going through treatment.

"I feel no one should really have to go through that," says Malcolm. "And I'll do my best to help."

Children with cancer receive bead necklaces while in hospital and the necklace grows as they receive their treatment, which is why the bicycle riders are given necklaces to demonstrate solidarity with those children.

The tour continued through Thrifty Foods in Tsawwassen, South Point Academy, and the Delta Police Department, before continuing to Langley, Abbotsford, Chilliwack and Hope tomorrow (Saturday).

Kenya attacks last stronghold of Somali militants

MOGADISHU, Somalia (AP) ? Kenyan military forces made a pre-dawn beach landing on the last port city held by al-Qaida-linked militants in Somalia in an attack that could see the insurgents lose their last stronghold of value.

Kenyan military spokesmen quickly claimed victory early Friday, saying their troops now control the city of Kismayo.

Col. Cyrus Oguna, the military's top spokesman, said the surprise attack met minimal resistance.

"The operation began five days ago with surgical attacks and gun placement at the jetty and warehouse. In the final operation Kenya's maritime forces and the Somali national army together with land troops with air support entered Kismayo. Because there was that element of surprise there was no resistance," he said.

Residents in Kismayo contacted by The Associated Press said that Kenyan troops had taken control of the port but not the whole city. Mohamed Haji said that helicopters were attacking the town and that al-Shabab fighters were moving toward the front line. Haji said al-Shabab's radio station was still on the air.

"Al-Shabab fighters are on the streets and heading toward the front line in speeding cars. Their radio is still on the air and reporting the war," he said.

African Union troops pushed al-Shabab out of Mogadishu in 2011, ending four years of control of the capital by the fighters. The Ugandan and Burundian troops that make up the bulk of the African Union force in Mogadishu have slowly been taking control of towns outside of Mogadishu.

The expanding control by African Union troops has sent al-Shabab fighters fleeing south toward Kismayo, north to other regions of Somalia and across the Gulf of Aden to Yemen, according to American and African Union officials.

Al-Shabab still holds sway across much of small, poor villages of southern Somalia. But Kismayo is seen as the militants' last stronghold because of the taxes the group is able to charge on goods coming into the port. Al-Shabab lost its major source of financing last year when it was pushed out of Bakara market in Mogadishu, where it also charged taxes.

The march toward Kismayo by the Kenyan forces has been nearly a year in the making. Kenyan troops entered Somalia last October after a series of militant attacks inside Kenya, including multiple kidnappings of Westerners in and around the beach resort town of Lamu. Kenyan forces were bogged down by rain and poor roads but have making slow and steady progress toward Kismayo the last several months.

Sensing the impending battle, more than 10,000 residents have fled Kismayo in the last several weeks. Resident Faduma Abdulle said Friday that she is now leaving the town, too. She said al-Shabab announced false propaganda on its radio station Friday to trick residents into moving toward the invading troops.

"They told residents through their radio to loot a Kenyan ship that washed up on the coast, but instead the residents who rushed there were attacked by helicopters," she said. "Some of them have died but I don't know how many. The situation is tense and many are fleeing. It's a dangerous situation."

Oguna said that al-Shabab has incurred "heavy losses" but that Kenyan forces have not yet had any injuries or deaths. He defended the attack on Kismayo.

"Capture may signal the end of al-Shabab because Kismayo has been the bastion which has financed activities of the al-Shabab in other regions of Somalia," he said. "Al-Shabab has contributed to insecurity in the region through its terror network and influx of small arms and ammunition."

NFL, refs?reach tentative deal

NEW YORK - So long, replacement refs. The NFL's regular crews will be back on the field starting Thursday night.

After two days of marathon negotiations - and mounting frustration among coaches, players and fans - the NFL and the referees' union announced at midnight Thursday that a tentative agreement had been reached to end a lockout that began in June.

Commissioner Roger Goodell, who was at the bargaining table Tuesday and Wednesday, said the regular officials would work the Browns-Ravens game at Baltimore.

The tentative eight-year deal must be ratified by 51 percent of the union's 121 members. They plan to vote Friday and Saturday in Dallas.

"Welcome back REFS," Buffalo Bills running back C.J. Spiller tweeted shortly after the news broke.

The replacements worked the first three weeks of games, triggering a wave of outrage that threatened to disrupt the rest of the season. After a missed call cost the Green Bay Packers a win on a chaotic final play at Seattle on Monday night, the two sides really got serious.

"We are glad to be getting back on the field for this week's games," referees' union president Scott Green said.

The agreement hinged on working out pension and retirement benefits for the officials, who are part-time employees of the league. The tentative pact calls for their salaries to increase from an average of $149,000 a year in 2011 to $173,000 in 2013, rising to $205,000 by 2019.

Under the proposed deal, the current defined benefit pension plan will remain in place for current officials through the 2016 season or until the official earns 20 years' service. The defined benefit plan will then be frozen.

Retirement benefits will be provided for new hires, and for all officials beginning in 2017, through a defined contribution arrangement. The annual league contribution made on behalf of each game official will begin with an average of more than $18,000 per official and increase to more than $23,000 per official in 2019.

Beginning with the 2013 season, the NFL will have the option to hire a number of officials on a full-time basis to work year round, including on the field. The NFL also will be able to retain additional officials for training and development, and can assign those officials to work games. The number of additional officials will be determined by the league.

"As you know, this has to be ratified and we know very little about it, but we're excited to be back. And ready," referee Ed Hochuli told The Associated Press in a telephone interview. " And I think that's the most important message - that we're ready."

Replacement refs aren't new to the NFL. They worked the first week of games in 2001 before a deal was reached. But those officials came from the highest level of college football; the current replacements do not. Their ability to call fast-moving NFL games drew mounting criticism through Week 3, climaxing last weekend, when ESPN analyst Jon Gruden called their work "tragic and comical."

Those comments came during "Monday Night Football," with Seattle beating Green Bay 14-12 on a desperation pass into the end zone on the final play. Packers safety M.D. Jennings had both hands on the ball in the end zone, and when he fell to the ground in a scrum, both Jennings and Seahawks receiver Golden Tate had their arms on the ball.

The closest official to the play, at the back of the end zone, signaled for the clock to stop, while another official at the sideline ran in and then signaled touchdown.

The NFL said in a statement Tuesday that the touchdown pass should not have been overturned - but acknowledged Tate should have been called for offensive pass interference before the catch. The league also said there was no indisputable evidence to reverse the call made on the field.

That drew even louder howls of disbelief. Some coaches, including Miami's Joe Philbin and Cincinnati's Marvin Lewis, tried to restore some calm by instructing players not to speak publicly on the issue.

Fines against two coaches for incidents involving the replacements were handed out Wednesday.

Patriots coach Bill Belichick was docked $50,000 for trying to grab an official's arm Sunday to ask for an explanation of a call after his team lost at Baltimore. And Washington offensive coordinator Kyle Shanahan was tagged for $25,000 for what the league called "abuse of officials" in the Redskins' loss to Cincinnati on Sunday. Two other coaches, Denver's John Fox and assistant Jack Del Rio, were fined Monday for incidents involving the replacements the previous week.

"I accept the discipline and I apologize for the incident," Belichick said.

Players were in no mood for apologies from anyone.

"I'll probably get in trouble for this, but you have to have competent people," Carolina receiver Steve Smith said. "And if you're incompetent, get them out of there."

Added Rams quarterback Sam Bradford: "I just don't think it's fair to the fans, I don't think it's fair to us as players to go out there and have to deal with that week in and week out. I really hope that they're as close as they say they are."

They were.

Further Science Adventures from North Carolina

In North Carolina, as you well know, we like our science with a side of crazy. The old Flying Burrito Brothers tune says, ?The scientists say it?ll all wash away, but we don?t believe them anymore,? and we love our country music here, so we made quite a splash with the legislative nuh-unhs about sea level rise a while back.?If you recall, we tried to make measuring it illegal.

Now state senator David Rouzer, the same knucklehead behind that legislative enterprise against scientific measurement, wants to simply do without (?devolve,? as he could not possibly have put it better, given the antiscience context) ? the Department of Energy. Not because, say, NC doesn?t have a thriving and growing wind energy industry (10,000-plus expected megawatts by 2030); not because we aren?t on the bleeding edge of the fracking controversy; not because we don?t have a biofuels industry; not because the NSF-funded NC State University-led FREEDM Center isn?t leading the way into the Smart Grid future.

No ? Rouzer wants to ?devolve? the Department of Energy because ? well, let him tell it: ?When I went over to the Department of Energy one day, you walk down the hall and most of them who are drawing 6-figure salaries are sitting there reading books.? Books! Do I need to remind you that starts with ?B? and that rhymes with ?P? and that stands for pool? ?You start reading books and it?s only a step from books to thinking, which leads to reason, which leads to logic, which leads to scientific theories about things like evolution or climate change. And this is North Carolina, where we don?t hold with such. I mean, how far from that is, say, hug dancing?

Okay, sorry. Carried away a bit.

Fortunately, we have other science stories here, with good news outcomes and a connectivity theme, though, sad to say, they also center on some good old North Carolina dumbassery. To begin: turns out while Jonathan Moss was on his honeymoon, some knucklehead burglarized his apartment. Moss?s landlord emailed him the news, and Moss got busy. He used his iPad to turn on the Prey software he?d downloaded onto his MacBook. The MacBook then began taking pictures of the guy who had the laptop and telling Moss exactly where it was. Moss went to the police in Aruba; they called police in Raleigh, who went to knucklehead?s house and got the laptop.

And that?s interesting because Moss was in Aruba at the time. Much scarier was this crime spree, which started with three knuckleheads stealing an iPhone. An iPhone, of course, is highly trackable, so while the police were tracking it they were able to document the whereabouts of said knuckleheads, which appears to connect them with several other robberies ? they took pizza! ? robbery attempts, and a shooting. Once the phone stopped moving around, police went to its location and found the knuckleheads. No word, regrettably, on the condition of the pizza.

So, anyhow. Our legislature remains committed to leading the world in science- and learning-related dumbassery, but our citizenry seems perfectly capable of using technology ? especially connectivity ? to improve the lives of all North Carolinians, save the knuckleheads. I draw no conclusions. But if you come to visit us in North Carolina, don?t let the legislators see you reading any books. And make sure you have your tracking devices turned on.

Budget Law Will Freeze Sport Fish Restoration Fund | Bass Fishing ...

On September 14, the Office of Management and Budget (OMB) released its recommendations for budget cuts that include withholding parts of the Sport Fish Restoration and Boating Trust Fund, a move that would have a significant effect on fisheries conservation and the jobs it supports. OMB?s action was triggered by the failure of the Congress and the Administration to enact a plan to reduce the deficit by $1.2 trillion, as required by the Budget Control Act of 2011.

?The angling and boating community was shocked to learn that for the first time in its 62-year history, the Sport Fish Restoration and Boating Trust Fund ? the backbone of fisheries conservation in the United States ? is recommended for a cut under sequestration totaling $34 million,? said Gordon Robertson, vice president of the American Sportfishing Association.

Robertson further said, ?This conservation trust fund, established in 1950 with the support of industry, anglers and state conservation agencies, is an outstanding example of what good government should be and is the backbone of the user-pay model of funding conservation in this nation. It is important that it remain untouched. The sportfishing and boating communities are ready to work with Congress and the Administration to solve this problem.?

The Sport Fish Restoration Act of 1950 placed a federal excise tax on all recreational fishing equipment, which manufacturers pay and is then incorporated into the cost of the equipment that anglers purchase. In 1984 the Act was amended to include that part of the federal gasoline fuel tax attributable to motor boat use. The total annual value of the Trust Fund is approximately $650 million. The monies from the fund are apportioned to state conservation agencies for sport fish restoration, boating safety, angler and boater access and other fishing and boating programs.

?When anglers and boaters pay the equipment tax or the fuel tax they are doing so with the understanding that this money is going to a trust fund dedicated ? by law ? to the resources they enjoy,? said Robertson. ?Withholding funds from this essential program at a time when state fishery programs are already struggling to ensure the best quality service to anglers and resource management will only cause fishery resources to suffer even more and cause job losses associated with the loss of recreation fishing boating programs. The sportfishing and boating industries as well as anglers and boaters themselves fail to understand how cutting a user-pay trust fund helps the economy.?

Recreational fishing contributes $125 billion each year to the nation?s economy and supports more than one million jobs. Since its inception, the Sport Fish Restoration Act has pumped $7 billion into habitat restoration, access and boating safety programs.

The Sport Fish Restoration and Boating Trust Fund?s older sibling, the Wildlife Restoration Act of 1936, after which the Sportfish Trust Fund was patterned, is slated for a $31 million freeze. That Act is funded by hunters and men and women who engage in the shooting sports and archery, who pay a similar tax to support wildlife restoration. ?This level of cuts to conservation programs that pay their own way is unprecedented and all anglers, hunters and shooting sports enthusiasts must speak up to prevent these cuts,? Robertson concluded.

Along with these two cornerstone conservation acts, many other critical conservation funds are also listed for significant cuts. Congress, with the cooperation of the Administration, must address the sequestration schedule and they will not occur until after the elections and possibly not until early 2013 and with a new Congress.

Republican Party votes against 3 Florida justices

TALLAHASSEE |?The Republican Party of Florida voted this week to oppose the retention of Florida Supreme Court Justices Fred Lewis, Barbara Pariente, and Peggy Quince.

The vote comes at a time when another group is waging a campaign against the three judges, which it deems too liberal.

The judicial retention process does not pit justices against an opponent but asks voters ?yes? or ?no? if they should keep their job.

The state GOP says the case of Joe Elton Nixon highlights why the three should not be retained. He was on trial in the early 1980s for tying a woman to a tree and burning her to death. To try to spare Nixon the death penalty, his attorney admitted Nixon?s guilt without his consent. As a result, the Florida Supreme Court ruled he deserved a new trial because it said he did not receive an adequate defense.

In 2004, the U.S. Supreme Court disagreed and reversed the decision.

?The fact that the United States Supreme Court voted, unanimously, to throw out their legal opinion raises serious questions as to their competence to understand the law and serve on the bench and demonstrates that all three justices are too extreme not just for Florida, but for America, too,? a party statement read.

The group opposing the justices ? Orlando-based Restore Justice 2012 ? has created a scorecard and given the justices failing grades.

They are supported by 23 former Florida Bar presidents and have collectively raised $1 million in campaign funds.

(AP) ? The use of drones in Pakistan normally brings to mind images of U.S. spy planes attacking tribal areas. But drones now are being used to capture a different kind of picture in the country ? showing some of the world's highest mountains being scaled by world-class climbers through some of Earth's thinnest air.

Drones, or remote-controlled aircraft, have long been the domain of the American military and are used extensively in Pakistan's tribal areas near the Afghanistan border to spy on and target militants. Recently, however, civilians have increasingly turned to drones to shoot ground-breaking footage of adventure sports.

This summer a Swiss expedition used remote-controlled helicopters to shoot rare footage of climbers on the Karakoram, one of the world's most demanding and formidable mountain ranges.

"People are going to see footage from the Karakoram that no human being has ever seen," said Corey Rich, a photographer and videographer from Lake Tahoe, California, who was on the expedition.

The expedition was a joint project between outdoor clothing and equipment company Mammut, and Dedicam, a firm that specializes in using remote-controlled helicopters to shoot video. Their goal: to document world-class mountaineer David Lama and his climbing partner Peter Ortner as they climbed Trango Tower. The sheer granite tower in the Baltoro Glacier is more than 6,000 meters (19,685 feet) above sea level and is one of the most technically difficult climbs in the world.

Filmmakers long have used helicopters to capture aerial footage of climbers ? as well as other extreme sport athletes like surfers and skiers ?that is hard to capture from the ground. But helicopters are costly and can be dangerous if they crash or get too close to the people on the ground. Additionally, their beating rotors often kick up dust, snow and wind ? and can push climbers off balance.

Drones, which can weigh just a few kilograms (pounds) and cost between $1,000 and $40,000, are a fraction of the size and cost of the helicopters traditionally used in adventure photography. Newer models tend to have all of their rotors facing into the sky, making them look a bit like a mechanical flying spider or insect.

The main concern for the summertime expedition was how ? and if ? the drone would perform in Pakistan's rugged conditions and high altitude.

"The main challenge was that the air is much thinner, and we didn't know how the flight controls would work with this and the propellers and motors," said drone operator Remo Masima, from Lucerne, Switzerland. He brought two on the Pakistan expedition ? one with four propellers and another with six. From the ground, he flew them with a handheld console that resembles a video game console, and wore goggles to let him see the camera's view.

Another challenge was to find the climbers on the mountain. Tracing the planned trek route, Masima directed the drone up the mountain until he spotted them ? more than a mile (roughly 2,000 meters) away.

The result was stunning images of the Karakoram and the climbers making it to the top.

Experienced climbers say the Karakoram puts the rest of the world's mountain ranges to shame. Neighboring Nepal has Everest, the tallest mountain in the world, but Pakistan has four of the world's 14 peaks that soar to more than 8,000 meters (26,246 feet) above sea level, including the second highest mountain on earth, K-2.

Lama and Ortner said climbing the legendary Pakistan mountains was an amazing experience.

"Here there are so many mountains, and so many difficult mountains, and mountains that haven't been climbed," said Lama. "That's probably why the Karakoram is known as paradise for us."

This year has been particularly successful for Pakistan's climbing industry, which plummeted in the wake of the Sept. 11, 2001 terror attacks in the U.S.

In addition to hosting the renowned Lama for the first time, Nazir Sabir, Pakistan's elder statesman of climbing who was the country's first person to scale Everest, said 30 climbers summited K-2 in 2012, the first summits from the Pakistani side of the mountain since 11 people died trying in 2008.

And the drone footage obtained during Lama and Ortner's climb will expose even more viewers to the legendary Karakoram mountain range.

Drones also increasingly are being used in other adventure sports to push conventional photography boundaries. Cameras on drones have been used to capture video of surfers on Hawaii's North Shore and to chase mountain bikers speeding down mountain trails.

"I've filmed anything from kayaking, rock climbing, mountain biking, to track and field to just casual walking," said photographer and videographer Mike Hagadorn, who has begun to build his own drones to support his Colorado-based firm, Cloud Level Media. "Anything you can dream of ? and as long as you don't crash ? you can make it happen."

Experts predict drone cameras eventually will become an integral part of every sports shoot. But for now, they're definitely a novelty. The Swiss team filming Lama said villagers in Pakistan stood in awe, staring at the drones as they buzzed around, whenever he used one on the expedition.

"We were trying to do this shot that showed this quaint village," Rich said. "But every single person in the shot is standing, stopped in the street, looking up at the helicopter."
